Although Buenos Aires had declared independence, Montevideo remained loyal to the Spanish crown, but from October 1812 to June 1814 the city was besieged by the Latin American patriots. In May 1814 the ambitious 25-year-old Carlos Maria de Alvear, President of the General Constituent Assembly of the United Provinces, and one of the United Provinces' most influential men, was sent with fresh troops to take command of the siege. He landed with 1500 fresh men, and on 17th May took over from the general who had, in almost two years of siege, prepared the victory that Alvear's uncle Posadas was presenting to his ambitious nephew. The city had to endure the terrors of a siege to the bitter end. Alvear was given full powers to negotiate with the Spanish authorities, and on 5th June he offered to listen to the governor's proposals. He freely agreed to honourable terms and that the interests of the people of Montevideo would be respected, but no sooner than he had gained possession he repudiated the treaty on the pretext that it had not been ratified, and none of the terms was kept.
