(May 21, 1929)., 1929).. Good. - Approximately 10 inch high by 8 inch wide original silver print portrait of Ida May Mellen. Inscribed and signed in black ink across the lower right of the photograph: "To Seymour Halpern / with my compliments / Ida Mellen". The top right corner is chipped with a small piece out. The inscription is penned on a dark background but is quite legible. Good.

A head-and-shoulders pleasant-looking portrait of Mellen with a mop of frizzy hair, wearing wire-rimmed glasses and a dark blouse or dress with a medallion on a decorative band around her neck.

Ida May Mellen [1877-1970] was an American ichthyologist and biologist. With very little scientific education she nevertheless achieved her lifelong dream of pursuing the biological sciences when, at the age of 41, she became the first female officer of the New York Aquarium. She remained at the Aquarium until 1929, acting as Secretary to the Director Charles H. Townsend and later becoming involved in the organization's scientific work. After leaving the Aquarium she continued her own research and wrote, not just on fish, but on a variety of topics, publishing fiction and nonfiction. She used the pseudonyms George Otis and Esmeralda de Mar.

The Queens, New York Republican Congressman Seymour Halpern (1913-1997) started his political career as a campaign aide to New York's powerful mayor Fiorella La Guardia and first served in New York's State Senate for 14 years before seeking a seat in the U.S. Congress. In Albany Halpern sponsored 279 bills that became law, including measures on schools, housing, civil rights, nutrition and mental health. A Liberal, he was something of an anomaly as the lone Republican representative from New York City, and generally garnered support from Labor Unions and endorsement from the Liberal Party. Yet he never even considered switching parties as he considered membership in the Republican Party a family tradition and commitment. While he found ample time for his private pursuits, including painting and collecting autographs, he took his legislative duties very seriously. Of these, he was proudest of his co-sponsorship of the 1964 Civil Rights Act and of the original 1965 Medicare legislation.
