Martin writes: "I do wish through your Lordship, and by your Lordship's name, to call the public attention, and, if possible, to rouse the national conscience to consider the most menacing evil of our time, viz., the over-crowded, ill-lighted, ill-ventilated, and, as it would seem, God-forsaken dwellings of our labouring classes, where drunkeness, pauperism, disease, and crime are chronic and rampant." He quotes "the late Mr. Charles Dickens" in "The Old Curiosity Shop" on the virtues engendered by the love of home and hearth which is lacking in the very poor "when they live in dense and squalid masses, where social decency is lost...."

William Martin (18291900) was a Victorian architect who worked in Birmingham, England, particularly in the practice Martin & Chamberlain.
