Copy of "Mr. Lincoln of Worcester" who is most likely Levi Lincoln (who was often referred to by this title), Governor of Massachusetts from 1825 to 1833 and elected Mayor of Worcester in 1848. The speech -also known as "The Constitution not a Compact between Sovereign States-" was an important one for Webster who supported the President in this matter. Clay and Calhoun reached a compromise on the earlier bill but Webster would have none of it with this speech (in which he supplemented and re-enforced the argument of his Reply to Hayne) as he thought the position both unsound economically and an unwise and dangerous concession to the threats of the those supporting nullification.
