More than 10,000 Navajos, more populous than the 6,500 Hopis who live primarily on the mesas above the rangeland, were identified by the Navajo and Hopi Indian Relocation Commission. Most of the 100 Hopi families who lived on the wrong side of the barbed-wire fence had already left.
