Grévy made him head of his military staff in 1887 and Secretary General of the Presidency, a post he retained when Carnot succeeded Grévy later that year. As Vice-President of the Council of War, 1904-1908, he was active in rebuilding the French Army. In 1914 he came out of retirement and succeeded in halting the German advance between Amiens and Béthune.

Sutcliffe was severely wounded at Waterloo, then in 1817 set out with a band of Englishmen to fight for Colombian independence, becoming a Lt.-Gen. of Cavalry.
