Alexandria [Va.]: S. Snowden & J.D. Simms, 1813. Very Good +. 36 p.; 22 cm. Stitched. The author, Josiah Quincy (1772-1864), was a U.S. congressman from 1805 to 1813; he also served as mayor of Boston from 1823 to 1828 and as president of Harvard University from 1829 to 1845. In this speech he opposed a bill that would have added 20,000 men to the existing American military of 35,000 during the War of 1812.
