Reprint of the edition originally published in 1964 by Yale University Press. In 1914, Charles Schwab, President and Chairman of the Board of Bethlehem Steel, announced that he would cancel a contract to build submarines for Britain because President Woodrow Wilson was convinced the operation would violate American neutrality. Schwab's subsequent--and contrary--actions set off a number of diplomatic, political, and economic problems that both strained and helped to define the relationship between Canada, Great Britain, and the United States.
