Minor wear and light soiling, mainly to outer wrappers; small circular "New-York Historical Society" inkstamp dated 23 May 1864 at upper left corner of front wrapper. First edition. Illinois' Civil War governor calls a special session of the legislature in order to enact emergency war preparedness measures. After reviewing the traitorous actions of the "disloyal States" and the Union's "clearly and unmistakably in self-defense" response, Yates beseeches the legislature for sweeping reform, "the enactment of a practicable militia law." This he elaborates in detail. "Let us so act," he concludes dramatically, "that our children and our children's children, when we are laid in the dust, will hold us in grateful remembrance, as we do now bless the heroes and patriots who achieved our independence, and transmitted to us the priceless heritage of American liberty." Quite uncommon. Not in Sabin.
