Bullock was the governor of Georgia during the Reconstruction era, 1868 through 1871. He was charged by the Democratic press with a wide varieties of corrupt behavior. Fearing criminal indictment, he fled the state in October of 1870. The legislature appointed a committee to investigate his official conduct. In this pamphlet Bullock defends himself, although not very successfully, and makes some interesting comments on Reconstruction. He managed to elude efforts toward his capture until 1876, when he was arrested, tried in Georgia on embezzlement charges, and acquitted for lack of evidence. DE RENNE II, p.733 DAB III, pp.258-59.
