Inscribed on upper wrapper "For Mr. Buckingham / with regards & best wishes of Wm. Sturgis / who is not the author." Sturgis, a Member of the Massachusetts House from 1814-1846 was a Merchant and in 1810 formed a partnership with John Bryant. It is said that more than half the trade between the United States and China (and other countries on the Pacific rim) from 1810 to 1840 was done under their direction. He was the author of "Examination of the Russian Claims to the Northwest Coast of America" Boston, 1822 and "The Oregon Question..." Boston, 1845. The Mr. Buckingham would be Joseph Tinker Buckingham who also served in the Massachusetts House at the same time as Sturgis. He was also a well respected editor of such journals as "The New England Magazine" & "Boston Courier."

Hale was against high duties as a method of expanding domestic industry as stated in this pamphlet. American Imprints 33454; Kress C.2081
