Foulks was a professor of Psychiatry and Neurology at Tulane University in New Orleans. His research and clinical work often centered on the importance of cultural factors in mental health, including how cultural understanding can improve the delivery of mental health services to diverse populations. One of his most recognized works is "Mental Health and Mental Illness: Policies, Programs and Services", which provides an overview of the mental health system in the United States.
