In 1841 he declined the proposed new Bishopric of Jerusalem, and later those of Adelaide, Newcastle and Capetown, preferring his work at King's and as Rector of St. Magnus in the City. In 1863-1864 appeared his "Examination of Bishop Colenso's difficulties with respect to the Pentateuch". Dr Phillips, President of Queens' and also an assistant Secretary of the British Association, was entertaining many of the visitors to Cambridge for the BA meeting of October 1862.
