Washington, 1803. unbound. 1 page, 10 x 8 inches, Washington, January 16, 1803, proposing Congressional legislation that will inevitably regulate apprenticeships among seamen, and advising the recipient that: "I have prepared the plan of a Bill supplementary to the Act concerning Congress which the committee has concurred in." Smith plans to present the Bill to Congress next week. "The Bill will direct the Congress to receive three months pay from the Masters for each seaman discharged in their district." Small separation with some browning at one of the folds plus two indiscriminate spots.
