San Diego Police Sergeant Tommy Donahoo, a hard-drinking, hard-loving, hard-boiled cop, chases not one, but two different madmen intent on shooting down a commercial airliner over a residential neighborhood, both hoping to use the disaster to make a killing in real estate.
