Philadelphia: Pennsylvania Civil Service Reform Association, 1889. Paperback. Very Good -. 43 p.; 24 cm. Salmon wrapper printed in black. Charles Chauncey Binney (1855-1913) was a lawyer in Philadelphia and the author of a biography of his grandfather Horace Binney (1780-1875). He also wrote a number of articles about voting in Pennsylvania. In the 1880s a movement began in the United States to change from the traditional public ballot to the Australian or secret ballot. Binney discusses the need for a secret ballot in Pennsylvania, which passed a ballot reform bill in 1891. Scarce. In Very Good- Condition: wrapper is detached and largely separated; light creasing at wrapper edges and minor loss at corners; pages are clean and solid.
