The 1936 Lockheed "City of New Orleans" (NC16021) was a Chicago and Southern Air Lines (C&S) passenger plane. The photograph shows the 10B Electra-style aircraft on the tarmac in front of an unidentified Art Deco-style flight control tower.
The photo was likely taken when C&S put the airplane into service in St. Louis and Memphis, serving Chicago, Peoria, Springfield, Jackson, Mississippi, and New Orleans. C&S merged with Delta in 1953. (Civil Aircraft Register - United States [NC16021] accessed online)
