Lisbon, Typ. do Estandarte, 1850.. FIRST and ONLY EDITION. 8°, early plain blue wrappers. In fine condition. 32 pp. *** FIRST and ONLY EDITION. The author, a conservative, argues that there can be too much freedom of the press. José Bernardo da Silva Cabral (Fornos de Algodres, 1801-Lisbon 1869), 1.º Conde de Cabral, was a noted Portuguese politician, serving as minister and secretary of State and deputy to the Cortes. A Chartist, he worked closely with his brother António Bernardo da Costa Cabral, first Conde and first Marquês de Tomar; together, from ca. 1842 to 1846 they formed the "governo dos Cabrais", a virtual dictatorship of Portugal, which largely reorganized the administration of Portugal, solidifying liberal principles along fairly conservative lines. Costa Cabral regained power, this time as Prime Minister, from 18 de June 849 to 26 April 1851. After this the brothers never again were influential in the politics of Portugal. Silva Cabral was in a continual war in the press with his opponents, and supported two periodicals that were politically aligned with his views: Estandarte and Rei e ordem. Innocêncio notes, "A guerra era tanto mais viva, pungente e por vezes affrontosa, quanto os adversarios sabiam que tinham ante si um luctador audaz e de talento. O conselheiro José Bernardo foi um estadista de grande capacidade para o seu tempo, dentro da esphera das idéas que seguia; orador correcto e escriptor vigoroso." Silva Cabral was from 1850 to 1855 7th Grande Comendador do Supremo Conselho afecto ao Grande Oriente Lusitano e 16th Grão-Mestre do Grande Oriente Lusitano. *** Not in Innocêncio; on the author, see XII, 260-1.
