Inscribed by Kelly on title page, "For Ambassador Perkins, United States Ambassador to Australia, with kind regards, Paul Kelly August 1995." Paul John Kelly (b. 1947) is a political correspondent and author from Sydney, Australia.
Dr. Edward J. Perkins (1928-2020) served as U.S. Ambassador to Liberia, South Africa, Australia, and the United Nations throughout his 25-year foreign service career. Perkins served in Australia from 1993-1996, likely meeting Kelly multiple times in the duration of his stay. In 1996 Perkins retired with the rank of Career Minister in the U.S. Foreign Service.
