Biography of the bishop of Guadalajara and Puerto Rico, Juan de Santiago y León Garabito (1641-1694), during the XVII century. He distinguished himself for his evangelizing work and concern for the indigenous population. In 1676, he was appointed by the King of Spain as Bishop of Puerto Rico. On June 7, 1677, he was selected by the King of Spain and confirmed by Pope Innocent XI on September 13, 1677 as Bishop of Guadalajara. On May 22, 1678, he was consecrated bishop by Manuel Fernández de Santa Cruz y Sahagún, Bishop of Tlaxcala. He served as Bishop of Guadalajara until his death.
He forced the clerics to learn the Mexican language and to receive Moral classes, under penalty of not being promoted in the ecclesiastical hierarchy (1678). He also perfected the work of the Guadalajara Cathedral, on which he spent copious sums of money, and established missions such as San Nicolás de Gualeguas in Nuevo León, where he also founded a brotherhood and a hospital (1682). In the course of these visits, such as the one he made to the Nuevo Reino de León (1682-1683), he highlighted the sad situation in which the indigenous people found themselves, pointing out the abuses of the encomiendas and the sale of Indian slaves. outside the Kingdom. Above all, he sent an extensive report to the King that motivated the royal order to the governor to execute what the Laws of the Indies had with respect to the treatment of the natives (1688). He contributed to the extension of the Eucharistic Devotion in Guadalajara and founded the Congregation of San Felipe Neri and the Concordia del Amor Divino.
