New York: Charles Scribner & Co, 1868. Softcover. Unopened but with brittle page edges; toning to covers, with lib. stamp to front. Printed, stab-stitched paper wraps with 23 pp. Lieber was Professor of Public Law in the Law School of Columbia College. He dedicated these writings to Ulysses S. Grant "on the eve of a momentous national election." Lieber maintained that international neighborliness, with mutual agreement, was the best way ahead.
