Shelf wear/rubbing/bumping to boards and corners. Bindings shaken/hinges cracked. Gutters weakened. Some toning. A few pages detached. Volume 3: Missing first few pages including title page, water damage to top corner of pages. Water damage to top margin of volume 4. <br> Walter W. Preston was an American politician and judge from Maryland. He served as a member of the Maryland House of Delegates, representing Harford County from 1888 to 1891. <br> James H. Broumel was an American politician from Maryland. He served as a member of the Maryland House of Delegates, representing Harford County, from 1931 to 1937. Broumel died on December 6, 1948, at the age of 41, at the home of Judge Walter W. Preston.
