Prefatory remarks "To the Public By a Citizen" explain that "every official information respecting the great national concerns of our Magnanimous Allies, the Citizens of the French Republic, must be highly interesting to Citizens of the United States of America." Thus, the reason for this highly favorable report on the progress of the French Revolution. The Report is signed in type at the end by "Robespierre, In Behalf of the Committee of Public Safety."
