Louisville: The Filson Club Book. Good. Soft cover. pp3-23, illustrations. Removed fron FILSON CLUB HISTORY QUARTERLY, Vol 72, No. 1, January, 1998. VG. In report covers. May include a first or last copied page. J. Stoddard Johnston, president of the Filson Club from 1891 to 1913, was a strong advocate for the construction of locks and dams to provide year-round navigation on the Kentucky River from its mouth upstream to Beattyville at the Three Forks. He insisted that building the locks and dams would provide reliable access to markets for agriculture produce, and coal and mineral resources. His position as Secretary of State, and his collaboration with his friend, Kentucky geologist Nathaniel Southgate Shaler, provided the impetus for the construction of 14 Locks and Dams. But when in the 1930's Congress began requiring intense economic analysis of proposed projects, it was determined that the costs had not justified the disappointing results..
