Scholarly study of director Grierson, founder of the National Film Board, who offered his services to the Canadian government during World War Two; a self-proclaimed propagandist, he aimed to educate rather than indoctrinate, promoting inspiration and internationalism rather than nationalism. After the war, his objectives worked against the pragmatism of the King government, and after becoming tainted by an unproven connection to a spy scandal, his career ended.
