St. Louis: Printed by George Knapp & Co., 1858. Very Good+. 8-1/2" x 5-1/2". 16 pp. Rebound in new marbled wrappers with white title label, original front wrapper bound in. Short tear to original wrapper, minor foxing, else a remarkably clean and well-preserved copy. John S. Phelps was a democratic congressman from Missouri and an ardent advocate for the Pacific Railroad. The southwest branch of the railroad traversed through Rolla, Arkansas.
