In July 1941 President Roosevelt signed a secret executive order authorizing the bombing of Tokyo and other Japanese cities. This astounding mission never came off, but what resulted was America's first venture into covert operations against a foreign power. As consolation to the author of this plan, Chennault, Roosevelt gave him an air force of 100 fighter planes and the men to fly them. . Thus the successful Flying Tigers were born.
