The authors requesting that the United State Congress take into account the important nature of the work done by Ship and other Navy surgeons, and that their pay should be increased. The discussion covers such facts at that the surgeons of the Britsh Navy "with which we come most frequently in competition", and even the sugeons of "our neighbor" the Republic of Mexico receive better pay...
