Observations on the State of the Glocester Infirmary, As Reported by the Committee of Governors Appointed to Examine Into the Income and Expences of the Same; And of the Propriety and Expediency of Adopting the Regulations, Proposed by the Committee, And Recommended by the Quarterly General Court, Held on the 6th of October; Offered to the Consideration of the Special General Court, Held on the 22d of November, 1796. [Gloucester]: Printed and Published at the Special Request of the President and Governors Present; And Sold for the Benefit of the Fund of the Infirmary, [1796?]. [With a postscript dated January 31, 1797]. 64 pp. [Bound with] Gloucester, R. The Following Advertisement was Inserted in The Glocester Journal on the 15th of May, The 26th of June, And the 31st of July, 1797. [Gloucester: S.n., 1797]. 11, [1], 12 pp. Octavo (8-1/4" x 5-1/4"). Stab-stitched pamphlet in later plain wrappers, most of front wrapper neatly removed. Moderate toning to interior, light foxing in a few leaves, fold lines to lower outside corner of final three leaves, light soiling to title page, its lower-outside corner lacking. $650. * Only editions. Observations is an example of the pioneering work of Paul, a notable prison reformer and philanthropist who was also the high sheriff of Gloucester. Dealing primarily with patients with mental issues, it is clearly inspired by the works of Blackstone, John Howard and Cesare Beccaria. The Following Advertisement announces an upcoming meeting of the hospital's General Court of the Governors. Probably intended to be discussed at the meeting, its second section is a list of contributors to the hospital and the amounts given. Both titles are rare. OCLC locates 8 copies of Observations and 4 copies of The Following Advertisement, none in law libraries. The ESTC locates another copy of Observations (Manchester Central Library).
