OCLC shows six holdings, all in Texas.Inscribed by Havins on the front free endpaper: “The copy for this brochure was written by O. B. Ellis, Director of the Department of Corrections and T. R. Havins, Member of the Board from June 1947 to Mar 1953 | T. R. Havins”This was the written proposal by the two men who were responsible for the massive turnaround in the Texas system by reforming it to become one of the best systems in the country from being one of the worst.
