The prospectus outlines the reason for the proposed safe harbor, noting that storms in the North Sea have claimed numerous lives. Such a site would also provide anchorage for the fleet in times of war, as well as safe harbor for cargoes, ships and crews. The proposal outlines what is to be built and the approximately cost. It lists The Committee of Management (Members of Parliament and others), Trustees, Bankers, Secretaries, Engineer, Solicitors, etc. A very rare piece of British maritime history. Fine.
