Some soiling and foxing and light staining and wear; a good to very good copy.

Original printed blue wrappers (8.75 x 5.38 inches), 24 pages.

A presentation copy, with a semi-legible inscription in ink on the front wrapper, "To Jos. Ficher [?] with the regards of his frnd. & srvt. Francis Lieber."

"The mere absence of crime, therefore, is neither a proof of a state of morality--for it may originate from very inauspicious causes--nor is the increase of crime of itself a proof of increased degeneracy."

An early attempt at criminology and reform, and an early work from the important immigrant German-American legal and political scholar Lieber, who had earlier assisted Alexis de Tocqueville and Gustave de Beaumont in collecting data on American prison system and published a translation of their work in 1833. This work includes a glance at the effects of the growth of the American popular press on the perception of crime rates.
