He joined CAN in 1990 after retiring from the Senior Foreign Service with the rank of Minister-Counselor. During his State Department career, Mr. Kahan held positions as Deputy Assistant Secretary for Intelligence and Research, Deputy Director of the Political-Military Affairs Bureau, Member of the Policy Planning Staff, and Counselor at the U.S. Embassy in turkey. In addition to experience in the private sector, Mr. Kahan also served in the U.S. Arms Control and Disarmament Agency and the Department of Defense. Between government assignments he was a Senior Fellow at the Brookings Institution where he authored or coauthored three books and a series of articles on strategic policy and arms control. Mr. Kahan is a member of the Council on Foreign Relations and the International Institute of Strategic Studies. "
