Simpson was a noted career foreign service officer in the US State Department and professor at the Edward Walsh school of Foreign Service at Georgetown University. Simpson was the American Consulate General in Lourenco Marques [Maputo], Mozambique. Originally from the library of Charles H. Stauffacher, a noted Methodist missionary to Portuguese East Africa; Inhambane, Mozambique. Stauffacher was a bishop of the United Methodists.
