"An analysis of the impact of Western technology and skills on the industrial development of the Soviet Union. The hypothesis is that the absorption of Western technology and skills has been by far the most significant factor in the development of the Soviet economy. No fundamental industrial innovation of Soviet origin has been identified there between 1917 and 1965, and preliminary investigation suggests this situation continued throughout the sixties. Concludes that the Soviet Union's central planning has virtually no capability for self-generated indigenous innovation. Antony Sutton (1925 - 2005) was a Research Fellow at the Hoover Institution from 1968 to 1973.
