Saggio dal titolo "La loi Bertolini pour la navigation interieure en Italie", testo della conferenza presentata al dodicesimo Congresso internazionale della Navigazione di Philadelphia del 1912. La legge Bertolini sulla navigazione interna divideva, in Italia, i fiumi, i laghi ed i canali in quattro classi e stabiliva per ciascuna classe l'importo delle spese a carico dello Stato, delle province e dei comuni.
