First and only compilation (of an intended series) containing the documents of far-left Russian terrorist and political organizations Narodnaia volia (People's Will) and the later Partiia Sotsial Demokratov (Socialist Revolutionary Party; SRs). Operating in 1879-1884, the People's Will focused on conducting targeted killings of government officials with the hope of sparking a popular revolution. The opening document in the publication, written by the Executive Committee of People's Will, is the first proclamation issued by the party in 1879 to address the failed attempt on the life of Czar Alexander II, who was "sentenced to death" by the party for "his crimes against the Russian people." Two more proclamations regarding Alexander II follow, the final one announcing the successful execution of the Czar in 1881.

Despite its short lifespan, People's Will inspired many subsequent Russian revolutionary organizations, most directly the Socialist Revolutionary Party (SRs), which similarly tended toward terrorist tactics in its program with the establishment of SR Combat Organization in 1901. Founded in 1900, SRs were instrumental in the Russian Revolution of 1905. Terrorist activity became controversial within the party after the Revolution, with many of the more radical members of the party emigrating from Russia in this period. Published by the émigré former members of the SRs in Paris, the second part of the compilation includes documents of the SR Combat Organization regarding the assassinations of the Russian Minister of the Interior, Dimitry Sipyagin in 1902, among others. The closing article in the volume calls for the SRs to continue to be inspired by the terrorist activity of the People's Will, with the goal of achieving a true revolution by any means necessary.
