General Halleck became President Lincoln's chief military consul. His field accomplishments in the Western Theater early in the War were not sterling. He was known as "Old Brains."
This manual is identified with Henry Kip as shown by his signature and an 1862 date on the front gluedown. There were fifteen Henry Kips who served in the War, which one was he is not determined.
