Law Enforcement Is An Oxymoron; Population-Calming Is The Actual Process. We Can Be Sure That It Is Less Likely For A Policeman To Shoot A White Grandmother Than To Shoot An Unarmed Non-White Person, But It Is Difficult To Stir Up Serious Citizen Concern About More Effective Law Enforcement Except For Narrow Political Agendas.
