Allen's Biographical Dicitonary states: "Although the name of Paul Allen was on the title this work it was written by John Neal and Mr. Watkins." (Tobias Watkins) First published in "an elegant edition" by Johns Hopkins in 1819. John Neal attended law school in Baltimore and supported himself while in school by writing for local periodicals.
