He came to California in the Gold Rush. He became active in politics as a State Senator and acting Lieutenant Governor of California. He was politically powerful in San Francisco. He was a Democrat, but drifted to "Free Soil" in opposing slavery for California. In this, he incurred the wrath of former California Supreme Court Chief Justice David C.
