Portal, a diplomat who served with distinction in Egypt and Abyssinia, was sent to Uganda in 1892 to report whether or not that part of Africa should be retained by the British. He sent in his report and was struck down by fever before this work was published, however his recommendation that Uganda be retained was ultimately adopted.
