Billiards is a game with a very long history that actually started as an outdoor activity. Around the fifteenth century the game seems to have moved indoors, and the game reached America with English and Dutch settlers. However, Michael Phelan is credited with making the game popular in this country. He is often referred to as the father of American billiards, and his work on billiards was the first American book on the subject. His work was very influential in establishing rules and standards of behavior for the sport, and he became the first weekly columnist for billiards. 8vo, one sheet, printed on both sides. Even toning and aging, small closed tear to the upper margin; otherwise very good. This is a rather scarce government document that informs the military that the "Thirteenth Amendment" has passed, and slavery is officially abolished. Article XIII states "Neither slavery nor involuntary servitude, except as a punishment for a crime, whereby the party shall have been duly convicted, shall exist within the United States, or any place subject to their jurisdiction." This document is signed in type by William H. Seward (1801-1872) as the Secretary of State. Congress would follow with a Civil Rights Act of 1866 to give African Americans the same rights as all citizens, but this small printed document presenting the essence of the "Thirteenth Amendment" is an important piece of history. 12mo, attractive vellum binding, inked title on spine, illustrated with 19 folding maps, 444 pp. Slight edgewear, but binding nice and clean, laid in bookplate, rubber stamp name on endpaper, a little foxing and aging, a couple of maps with fold tears, Europe with archival tape repair, America with tear, but not substantial, occasional map creasing; otherwise very good plus overall. Claude Buffier (1661-1737) was a French philosopher and cartographer. This little atlas contains 19 handsome folding engraved maps. The list of maps includes America, France, Italy, Spain, Britain, Greece, Africa, and Asia. Despite knowledge to the contrary at the time this atlas was published, the map of America still shows California as an Island, and Florida as kind of a stub. The map of Africa is also interesting (page 208), showing some of the old names for places on that continent.

This pamphlet presents the views of the Georgia Legislature concerning the use of funds to support the objectives of the American Colonization Society. The American Colonization Society was founded in 1817 with the goal of sending free African Americans back to Africa. The organization even established a colony for that purpose in 1822. However, not all parties supported this objective, and it seems like the Georgia Legislature didn't like the idea of Federal money being used to support the objectives of the African Colonization Society.
