Navy blue cloth, gilt letters on spine, 531 pp. Title on spine: U.S. Congress Acts. The interior reads "Laws of The United States, passed at the Second Session of the Forty-Second Congress." A major section (Public -- No. 217, beginning on p. 303) creates and details the operations of the federal Post-Office Department.
