around them. It is needful to the Tribal society to improve knowledge and for knowing the new

innovation and modern technology. The development of the mass media enables the Tribal to got the necessary information and makes them to contribute in the national system. Golding pointed out the "theory of exogenously induced change relevant to media theory, suggest that stagnant societies are brought to life by outside influences, technical aid, knowledge, resources and financial assistance and by the distribution of ideas".

Communication System

The tribal people in the area usually receive information from outside through inter-personnel or oral communication and mass communication. They receive the messages through certain channels like (1) Persons visiting their place, (2) Local people going out of the area and coming back as either traveler or commuters or from visiting towns and other places for marketing and for other business. (3) Government officials and addition agents who visits the area regularly on official purpose. (4) Postal and telegraphic communication (5) Mass media. The large majority of the tribal people are access to inter-personnel or spoken communication which is much effective when compared with that of mass media devices.

Problems in Communication

For tribal development nothing is more important than the transfer of useful ideas from one person to another. In this process of communication lies the possible for millions of villagers to overcome lack of knowledge.

• Technical problem: - these types of problems are worried with the accurateness of transference of information from the sender to the receiver. They are natural in all forms of communication, whether by sets of separate symbols as writer, speech or by a changeable signal as telephone, radio broadcast of voice or music, or by a changeable two dimensional pattern.

• Semantic problem: - This is a very deep and concerned situation, even when on deals only with the relatively simple problems of communicating through speech. The difficulty may be reduced to a acceptable size, but never completely removed by explanation.

• Effectively problem: - The problems of power of effectiveness are worried with the sources with which the meaning conveyed to the receiver leads to the desired behavior on his part. It may seem at first quick look unfortunately narrow to involve that the purpose of all communication is to influence the conduct of the receiver.

Communication plan for Tribal Development

Development does not start with goods; it starts with people and their education, group and discipline. Without these basics, all resources remain hidden, unused possible. People are the primary and ultimate source of any wealth at all. If they are left out, then nothing can ever give up real fruit.

A seriously increased supply of learning aids especially print resources, radio and television programmers can spread the message more effectively, quickly and exactly. There is a need to pay more attention to create good educational software for both print and electronic media. Greater teamwork among organizations in creating and broadcast high quality educational content are also necessary. Market places and other popular meeting ground can be used for crating successful teaching learning situations. Traditional forms of public activity can be employed as communication channels. Communication can't be seen in separation but as a part of total development system. Therefore communication can't be dealt with by itself but only in relation to the political and socio economic arrangement and cultural pattern.

There is a need for the preparation of communication policies on the basis of the adopted plan for rural development the purpose of such communication should be:

- To encourage change;- to avoid separation

- To encourage contribution; and

- To advance social justice and equity.

Conclusion

There is no doubt that Media is back on the development of tribal areas. But and the public speaking from governments universal, speculation in Tribal development is still covering. study the media behavior of different target groups such as tribal women, children and youth, the book discovers the areas for self-ruled transfer of media, it will be useful for researchers, students of media and anthropology, policy makers and broadcasters.

The role of the media as an effective player in Tribal development. For the development of tribal areas the Government should invest on communication, transport, health, education and infrastructure.
