First published in 1780 and reprinted in "The Writings of Thomas Paine", published in 1792 by the same publishing house, with the same signed gatherings. It seems likely that as Virginia relinquished its claims in 1792, a separate printing of this particular pamphlet was struck off for those particularly interested in the issue.
