Book is decorated beautifully with inside cover endpapers of marbleized patterned paper that matches design along page edge. 1/2 Leather over bright green pebbled covers. 5 ribs along spine and gilt text between 3 ribs ("French Venezuelan Claims Commision"/"Protocol of 1902"/"Ralston's Report"). Edge wear visible on covers. Some fading of leather on covers. A very attractive book that is scarce signed.. Signed by Vermont Congressman Frank Plumley. First Printing. Leather.
