She created a series of reading primers for young readers featuring two little girls named Mollie and May, whose faces were completely hidden by large sunbonnets. The Sunbonnet Babies Primer was a huge success and was widely accepted in public schools throughout the United states. In 1905, Miss Grover published a second series, The Overall Boys, which introduced little boy characters

Bertha Corbett (later Melcher) self-published two small books of her Sunbonnet Babies illustrations before approaching Rand, McNally & Company in the hopes of finding a wider audience. Grover, one of the editor's sisters and a former elementary school teacher, saw the potential in the characters and collaborated with Corbett to produce this book - which turned out to be the beginning of a phenomenon, with the Sunbonnet Babies appearing on everything from quilts to porcelains.
