Skillful management of these and all other productive resources in research and development is necessary in order to maximize accomplishment and meet the challenge of a changing technology. As r&d projects have become larger and more complex, scientific activities have come to transcend the responsibility or interest of a single individual or even organization. Information and communication are tremendously important because duplication of effort is wasteful and omission can be disastrous.
