Washington, D. C.: Government Printing Office, 1967. 245 pages. Personally signed by President Johnson on a bookplate that includes the presentation written in calligraphy (probably by Sanford Fox, Chief of the White House Social Entertainments Office): "To Carl Hayden with my best wishes Christmas 1967." Often called "the Silent Senator" because of his tendency to avoid speechmaking in favor of working behind the scenes, Hayden was especially effective in promoting the federal highway systen and federal programs for mining, irrigation, and reclamation in the American west (especially in his home state of Arizona). As President Pro Tempore of the Senate, Hayden twice became second in the line of succession to the Presidency--first upon the death of Speaker of the House Sam Rayburn, then after the assassination of President Kennedy.
