Offley, thanking him for his support and good work within the NRA. Johnson had just been fired by President Roosevelt, and the letter makes it clear that Offley also has lost his job in the agency. And this takes place just short months away from the Supreme Court declaring the National Industrial Recovery Act unconstitutional! Both Johnson and Offley were career military officers, Johnson having completed his career prior to 1934 and Offley just beginning his after the stint with the NRA.
